In Pennsylvania, Leader is the statewide vendor for the PA Department of Education's (PDE) School-Based ACCESS Program (SBAP). Leader administers the program on PDE's behalf, working closely with school districts, local education agencies, and PDE in training participants, verifying eligibility, collecting encounter information, and submitting claims. As part of this process, Leader develops extensive training materials and programs, provides annual and as-needed training opportunities, assists in eligibility verification, provides pre-printed claim forms and digital logs, collects claim information and enters it into Leader's custom claims software, submits claims electronically to federal agencies, provides management reports to school districts and LEAs, performs quality assurance reviews, and renders a multitude of other tasks. Leader also provides web-based systems for service provider record keeping and billing.

Also in Pennsylvania, Leader provides custom web applications to assist the PA Department of Education’s Bureau of Special Education (BSE) with the agency’s Compliance Monitoring for Continuous Improvement (CMCI) program. School districts log on and complete Self Assessments and File Reviews over the web, while BSE staff are able to review results in real time and complete Corrective Action Plans through an administrative site (a model of this application can be viewed at ACMontheWeb.com. The site allows State Education Agencies to review and determine how the PA model could be customized to meet their needs).

In 2005, Leader introduced its latest web-based application service for state-level monitoring of federal programs, dubbed Federal Monitor.

Leader introduced its IEPWriter web application in Pennsylvania in late 2002, and the response has been exceptional. Now multiple professionals are able to contribute to student IEPs from any location with an Internet connection. Leader is exploring the possibility of developing web-based IEP applications in other states.

Leader's Children Count data management software is an add-on module to IEPWriter. It allows LEAs to more easily comply with federal and state special education regulations and facilitates completion of annual federally-mandated Child Count reporting.

In Washington state, Leader holds the statewide contract for the Medicaid Reimbursement Program, administering the program on behalf of the Office of the Superintendent for Public Instruction (OSPI). Leader provides training, technical assistance, manuals, claim forms, data entry and verification, claims submission, reporting, and other functions for its Washington clients. In 2003, Leader introduced a web-based billing application to make the process even easier and more efficient for WA school districts and LEAs.

In California, Leader facilitates the Medi-Cal Administrative Activities (MAA) time study process for a number of Local Education Agencies throughout the state. In 2002, Leader introduced a web-based application to allow participants to enter their time study data over the web. Leader also processes Direct Services claims for LEAs throughout the state. A web based product, CAMRA, permits CA LEA service practitioners to easily and quickly document Medi-Cal covered services.

In Iowa, Leader processes Direct Services billing for school districts across the state. In 2004, Leader developed and implemented a web-based data capture system for its Iowa school-based clients.

In Minnesota, Leader assists school district clients in administration of the MN IEP Services Program. Leader provides a web based vehicle, available for internal program coordination and service practitioner record keeping. The web program is used to submit Medical Assistance claims to the MN Department of Human Services.

In Oklahoma, Leader works with school districts participating in the Oklahoma Health Care Authority’s EPSDT School-Based Services program. Leader’s web program, M-ROK, facilitates school district program oversight and service provider documentation required in support of claims billed to Medicaid.
